The IP-address the mobile phone receives is a dynamic address allocated by the so-called Packet Data Network Gateway (P-GW). This is basically the exit node to the internet and the IP-address is chosen randomly, coming for a pool of addresses.
Changing your IP address on your Android phone can help improve your connection speed. To change your IP address, first open the Android Settings app and connect to your Wi-Fi network. Next, tap Connections and then Wi-Fi. Under Settings, tap IP settings and select Static. Enter your new IP address and tap Save.
An IP address with ATT is labeled as dynamic unless you pay for a static ip but as many of you know these IP addresses do not change by themselves (and a reset of your router or leaving it off will never change it), so when my IP was acquired after using an XBOX party and being put on a database of IP addresses connected to my Xbox GT I found
Typically, mobile phones do not have a fixed IP address. Instead, they are assigned a temporary IP address each time they connect to a network (e.g., a cellular network or Wi-Fi network). This IP address is typically dynamic, which means that it can change over time, often every time the device connects to a network.
Network address translation (NAT) is a way of letting all those devices on the network talk to Internet, by using something like a proxy server that relays the connections. When you connect to a site outside the network, it sees the connection as coming from the NAT server ( gateway ), so it will show you the gateway's IP address.

( Note I'm not talking about connecting to some Wi-Fi.) I have tried power-cycling my phone, resetting my network settings (including changing the SSID of my phone).
Thanks, I do have some 120 IP reservations in my DHCP server. I only have guest devices getting dynamic IPs (end even then, return guest are often given reservations, since I use ping as a presence detection for home automation, e.g. if my moms phone is on the network, the house is in "Guest Mode" and won't power down when my girlfriend and I are both away from home).
Choose “ Smart connection “. Choose “ No Restrictions” or “Fastest Server” mode. Your iPhone is now assigned to a new IP address by the VPN server. Another way to change your IP address is to choose any location you want in the “ Location Changer ” shortcut, but it would slightly slow down your connection speed.
